Cuba has said it will stop providing safe haven to U.S. fugitives who arrive on the island.

A little-noticed passage in two State Department reports says Havana has stated that it will no longer provide safe haven to U.S. fugitives who enter Cuba -- a promise the Castro government has met twice since September.
The promise and deportations amount to a rare sign of cooperation by Havana. Some 70 U.S. fugitives are believed to be living in Cuba, including Joanne Chesimard, convicted in the 1973 murder of a New Jersey state trooper.
Cuba has refused to return them, generally arguing that the U.S. charges against them are ''political.'' The refusals were among the reasons the State Department used for including Cuba in its list of nations that support international terrorism.
But a brief passage in the State Department's voluminous 2005 and 2006 Country Reports on Terrorism -- the 2006 report was released April 30 -- that went largely unnoticed until now said Cuba ``has stated that it will no longer provide safe haven to new U.S. fugitives who may enter Cuba.''
State Department spokesmen declined comment on who made the promise, when or whether it involved any U.S. counter-promise. Havana has long demanded the return of five convicted Cuban spies jailed in Florida.
Such Cuban acts of cooperation have come under more scrutiny since Raúl Castro took the reins of power after his brother Fidel Castro fell ill last summer. However, the 2005 report on terrorism, the first to include the wording on ending the safe haven, was issued before the ailment was announced on July 31.

MIAMI - Coast Guard Cutters Dauntless and Drummond repatriated 85 Cuban migrants, who were interdicted at sea in four separate events, to Bahia de Cabanas, Cuba, Tuesday.
The aircrew on an Air Station Corpus Christi, Texas, HH-65 helicopter deployed to Key West, Fla., spotted a go-fast vessel 62 miles southwest of Key West May 19. Coast Guard Cutter Drummond was diverted to that location where they embarked 20 Cuban migrants and two suspected smugglers. The two suspected smugglers were later transferred to Immigration and Customs Enforcement, and Customs and Border Protection officials.
The crew of the Cutter Drummond interdicted 23 Cuban migrants on a rustic vessel 82 miles southwest of Key West May 18.
The Cutter Tempest's crew located a rustic vessel with 13 Cuban migrants approximately 50 miles southeast of Key West May 17.
The crew of the Cutter Drummond intercepted a go-fast vessel 102 miles southwest of Key West May 17. The crew embarked 30 Cuban migrants and two suspected smugglers. The suspected smugglers were transferred via a Coast Guard Station Key West small boat to Customs and Border Protection officials in Key West.
"This repatriation is the end result of several successful interdictions at sea and demonstrates our resolve to secure our borders and to save lives at sea," said Lt. Cmdr. Chris O'Neil, public affairs officer for the Seventh Coast Guard District. "The bottom line is we maintain a robust presence in the Florida Straits using a variety of surface and aviation assets and continually seek ways of deploying our forces to be the most effective."
Once aboard Coast Guard cutters, all migrants receive food, water and any necessary medical attention.
The Coast Guard Cutter Dauntless is a 210-foot medium-endurance cutter homeported in Galveston, Texas.
The Coast Guard Cutter Drummond is a 110-foot patrol boat homeported in Key West.
The Coast Guard Cutter Tempest is a 179-foot patrol boat homeported in Pascagoula, Miss.
The Coast Guard Cutter Willow is a 225-foot seagoing buoy tender homeported in Newport, RI.
