Desde la enseñanza primaria hasta la universitaria, las autoridades escolares vertebraron la instrucción de la informática a lo largo de todo el país. El cable digital cubre hoy la Isla de un extremo al otro. Se conoció de la apertura de una Universidad de la computación en la antigua base de Lourdes.

CORREOS DE CUBA, la empresa encargada de las comunicaciones telefónicas, oferta servicios de correo electrónico en salas de navegación, montadas a toda prisa en las zonas postales de correo de cada municipio y algunas hasta en sitios como el Parque de Galiano entre San Rafael y San Miguel -el espacio donde estuvo la tienda El Encanto. Esta situación trajo que el deseo de comunicar y navegar "por la libre" aumentara y por consecuencia se destapó un mercado de compra y venta de computadoras entre particulares y se creó una red "underground" que vehicula dicho comercio.
